The City of Brookhaven has an aggressive paving management program

The City engages contractors to perform conditional assessments of all City streets every four years. In 2016, the City completed an independent assessment of the City’s pavement infrastructure, performed by IMS Infrastructure Management Services. Assessments have been completed for 2019 and 2023. These assessments provide a Pavement Condition Index (PCI) score for each road segment. A PCI score is on a scale of 0-100, with 100 being the highest. A segment is the part of a road between two intersections. This Pavement Condition Index is a weighted average of 33% of Roughness Index and 67% of Surface Distress Index.  That means that some roads appear to be in worse condition to a naked eye may have a higher PCI index than other roads that look in better condition, based on roughness and distress. 

The pavement list is prioritized based on the Pavement Condition Index in addition to the potential traffic volume on each road, which can make some roads with higher PCI's result in worse conditions in the very near future. Based on this 2016 assessment, the City has developed a five-year (2017 to 2021) street paving Capital Program. This five-year paving priority list was used in deciding the 2017, 2018, 2019, 2020 and 2021/2022 street paving lists. The City of Brookhaven completed its largest annual street paving program at the end of November 2017, which included 26.1 lane miles of 67 streets.

Currently, based on the 2023 assessment, the City has developed a five-year (2024 to 2028) street paving Capital Program. This five-year paving priority list was used in deciding the 2024, 2025, and 2026 street paving lists.

The City of Brookhaven also completed 13.8 lane miles of 40 streets in 2018, 6.85 lane miles of 20 streets in 2019, 4.92 lane miles of 15 streets in 2020 and 4.24 lane miles of 22 streets in 2021/2022, and 10,790 linear feet, (2.04 miles) of Johnson Ferry Road, a major arterial thoroughfare, connecting Chamblee, Brookhaven, and Sandy Springs, in 2023.

Instead of arbitrarily choosing the roads for annual paving, the City of Brookhaven intends to implement the Technical Report and recommendations prepared by the independent professional firm, based on funds appropriated by Council in each December for the next Fiscal Year.
