LaVista Park Annexation Special Tax District

On December 10, 2019, the City of Brookhaven approved the annexation of the property known as LaVista Park, effective for ad valorem tax purposes December 31, 2019.   Per the City of Brookhaven Annexation Policy (Resolution RES 2019-09-05), the cost of addressing improvements and infrastructure deficiencies within annexed areas should not burden existing Brookhaven taxpayers, and a mechanism to allocate costs and revenues to address improvements and infrastructure deficiencies in an annexed area via a Special Tax District, the City of Brookhaven desires to improve and address deficiencies in the annexed area in an orderly manner.  This page is a consolidated summary of infrastructure improvements needed to meet Brookhaven specifications for the annexed Special District area.

The City Administration will assess within twelve (12) months of City Council approval of the annexation the public street conditions, sidewalk conditions, stormwater facilities, parks, other public assets, and identified improvements within said area.  City Administration will estimate the cost to bring those infrastructures to an average pavement condition index (PCI) of seventy (70) or above for public streets; ADA compliance for all existing sidewalks, crossings and curbs; remedy any stormwater facility maintenance requirements using the MS4 permitting requirements; and repair and maintain existing public park infrastructure and other public assets and other improvements that may be beneficial. 

Upon signing Ordinance ORD 2019-12-06A on December 10, 2019, the City Council determined that the application for the annexation of the property of LaVista Park into the corporate limits of the City met the requirements of the law pursuant to O.C.G.A § 36-36-1 et seq. and found that the annexation of the property was in the best interests of the property owners and of the citizens of the City of Brookhaven.
