City Council wrap-up for the July 25 meeting

Brookhaven, GA, July 25, 2023 The Brookhaven City Council acted on several items in its July 25 meeting:

  • The Mayor and Council appointed Chief Court Judge Bryan C. Ramos to the Brookhaven Municipal Court.
  • The Mayor and Council appointed Candice Poucher to the Arts & Culture Commission and Austin Harrison to the Brookhaven Development Authority.
     
  • The Mayor and Council held public hearings regarding the annexation property known as Merry Hills /Toco Hills, and the associated rezoning of the same area.  The applicant requested withdrawal of this application, and the Council approved the withdrawal.
  • The Mayor and Council held a public hearing and subsequently approved with conditions LUP23-00004 by Thomas M. Clarke to rezone subject property from RS-75 (Single-Dwelling Detached 10,000 Sq. Ft.) to RS-50 (Single-Dwelling Detached 6,000 Sq. Ft.) with concurrent variances to allow for a Subdivision Plat at 1424 Sylvan Circle.

  • The Mayor and Council approved a consent agenda which included:
    • The minutes of the June 24, 2023, Council Advance.
    • The minutes of the June 28, 2023, Work Session and Regular Meeting.
    • The minutes of the June 30, 2023, Special Called Meeting.
    • Approval of the revised 2023 Board of Appeals Process and Meeting Calendar.
    • Approval of the revised 2023 Land Use Process and Meeting Calendar.
    • Approval of the Management/Sponsorship Agreement for the Brookhaven International Festival in the amount of $119,462.
    • Approval of the revised 2023 Land Use Process and Meeting Calendar (Single Family/Multi Family) for the Planning Commission.
  • The Council unanimously approved an ordinance to amend the 2023 Street Lights Fund Budget, appropriating $127,000 from the Street Lights Fund Reserve Fund Balance for the installation of pedestrian pole style streetlights along Briarwood Way between Briarwood Road and Drew Valley Road.
     
  • The Council unanimously approved a resolution to approve the installation of pedestrian pole style streetlights along Briarwood Way between Briarwood Road and Drew Valley Road.
     
  • The Council unanimously approved an ordinance to amend the 2023 General Fund Budget to appropriate $300,000 from the General Fund Sidewalk Bank Assigned Fund Balance and $78,000 from the General Fund Unassigned Fund Balance to the Briarwood Multi-Use Path Improvement Project in the CIP Fund and the design for the Johnson Ferry Parking Lot.
     
  • The Council unanimously approved an ordinance to amend the 2023 Capital Improvement Fund and Stormwater Fund Budget to recognize the closing of Capital Improvement Program and Stormwater Fund Projects in Exhibit A and approving of transfers of residual appropriations to original funding sources.
  • The Council unanimously approved an ordinance to amend the 2023 General Fund Budget, appropriating $39,831 from the General Fund Unassigned Fund Balance for an increase in fees to the Lowe Engineers, LLC Agreement.
  • The Council unanimously approved a request for a mid-year staff and fee increase of $140,555 for Lowe Engineers for the Public Works Department agreement.
  • The Council unanimously approved the lease extension for the current City Hall building through 2025 and month-to-month thereafter, in the amount of $33,602.
