City Council wrap-up for the Aug. 22 meeting

Brookhaven, GA, Aug. 22, 2023 The Brookhaven City Council acted on several items in its Aug. 22 meeting:

  • The Mayor and Council approved a consent agenda which included:
    • The minutes of the July 25, 2023, Work Session and Regular Meeting.
    • The minutes of the June 30, 2023, Special Called Meeting.
    • A resolution for reimbursement to the Brookhaven Chamber of Commerce for Red White and BlueHaven Car Show expenses in the amount of $23,502
    • A program management contract assignment from agreement from Comprehensive Program Services (CPS) to Fides Development, LLC for the City Hall Project.
    • The reappointment of Kimberly Landers to the Arts and Culture Commission.
    • An application to the 2023 Edward Byrne Memorial Justice Program.
    • A resolution authorizing a letter of intent and escrow funding for sanitary sewer easements on the City Hall site and for other purposes.
    • A task order to RESS for $198,000 for stormwater conveyance rehabilitation on Club Place.
    • A task order to RESS for $ $253,000 for stormwater repairs on Victor Road and Dunwoody Trail.
    • Acceptance of Grant Funding from the Metropolitan Atlanta Rapid Transit Authority (MARTA)

 

  • The Mayor and Council received two presentations: the Comprehensive Plan Kick Off meeting and the 2023 Community Development Fee Schedule Update.

 

  • The Council unanimously approved a resolution requesting the City of Brookhaven and DeKalb Board of Elections to call a Special Election for the purpose of submitting a referendum to the citizens of Brookhaven for the purpose of giving effect to the State of Georgia General Assembly Legislation Passed pursuant to HB No. 729, Act No. 200, to modify the amount of the base year Homestead Exemption.

 

  • The Council unanimously approved a resolution affirming support for the call for a referendum on a one percent Special Purpose Local Option Sales and Use Tax (SPLOST) imposed in the Special District coterminous with the boundaries DeKalb County; concurring in the call for a referendum for submitting the proposed taxes to the voters of DeKalb County; providing for a list of City of Brookhaven projects to be covered by the SPLOST II, if approved by voters; expressing intention to enter into an intergovernmental agreement to be executed by DeKalb County and its qualified municipalities as to distribution of SPLOST II proceeds; and calling a referendum to determine whether to authorize the issuance of certain general obligation debt secured by the City of Brookhaven's portion of the proceeds of the SPOST II.

 

  • The Council unanimously approved a resolution calling and giving notice of the qualifying fees for the General Municipal Election for the offices of Mayor and Councilmembers of Districts one and three.
     
  • The Council unanimously approved a resolution authorizing the provision of short-term financial assistance from the Special Services District Fund to BOF GA Lenox Park LLC to establish a shuttle service for employees of Lenox Park to further the economic development objective to increase commercial building occupancy at Lenox Park.

 

  • The Council unanimously approved an ordinance to amend the 2023 Special Service District Fund Budget to appropriate an amount of $90,000 in revenues and expenditures for the cost of the Lenox Park shuttle service.

 

  • The Council unanimously approved an ordinance to amend the 2023 General Fund Budget, appropriating $50,000 from the General Fund Tree Fund Assigned Fund Balance for tree canopy landscaping and pruning expenditures.
     
  • The Council unanimously approved an ordinance to amend the 2023 General Fund Budget appropriating $10,500 from the General Fund Unassigned Fund Balance for the installation of five poles and streetlights for a section of Cove Circle NE..

 

  • The Council unanimously approved an ordinance to amend Chapter 4, "Alcoholic Beverages," and to amend Section 4-305 regarding drinking alcoholic beverages in a public place, and for other purposes.

 

  • The Council unanimously approved an ordinance to approve the authorized position list.

 

  • District 2 Councilmember John Park resigned his seat.

 

  • The Council unanimously approved a resolution for the call of the 2023 Special Election and the qualifying fees and dates (September 11-13) and times for the City of Brookhaven Office of District 2.

 

  • Jennifer Owens was appointed by the Mayor and confirmed by Council to serve as the District 2 Council representative until the special election is held.
