Proposed spending plan holds the line on millage rate

Brookhaven, GA, Oct. 28, 2022 Brookhaven City Manager Christian Sigman submitted the Administration’s recommended 2023 Proposed General Budget to the Mayor and City Council at the regular business meeting on Oct. 25.

The City of Brookhaven is a complex organization that provides services 24/7; maintains an extensive public infrastructure; provides engaging recreational programs; assists property owners in land development and building projects; etc. Through it all, we strive to provide the highest level of customer service, transparency, sound fiscal stewardship, and tangible results,” said Sigman.

The 2.74 millage rate for operations remains one of the lowest residential municipal rates in DeKalb County. The rate has not increased since the City’s incorporation in December 2012.  The 2023 Proposed General Budget is balanced with a onetime appropriation from fund balance in the amount of $1.1 million.

Some of the key initiatives in the 2023 Proposed General Budget include:

  • Funding for merit-based compensation changes and milestone adjustments to maintain a competitive workforce amidst increasing labor costs.
  • The Community Development Department’s10-year Comprehensive Plan update in the amount of $400,000
  • A full-year funding for the Mental Health Co-Responder Program in the Police Department.
  • Funding for the operating costs for new facilities (i.e., Public Safety Building, Lynwood Park and Langford Park).
  • The Special Service District (SSD) becoming fully operational in 2023 and includes funding for six additional positions.
  • Funding in the amount of $200,000 to establish an International Festival on Buford Highway in recognition of the designation of Buford Highway as a “Cultural Corridor.”
  • An allocation in the Vehicle Replacement Fund continuing the City’s efforts to transition to a 100% electric/hybrid fleet. $1.2 million is budgeted to replace 19 police and other departmental vehicles with electric or hybrid vehicles.

There will be two public hearings for the 2023 Proposed General Budget. The first will be held Tuesday, Nov. 8, at 7 p.m. The second will be held on Tuesday, Nov. 29 at 7 p.m.  Both will take place at City Hall at 4362 Peachtree Road, Brookhaven. After the final public hearing, the 2023 General Budget will be formally adopted at the Nov. 29 City Council meeting at 7 p.m.
