Community Development Block Grant Program 2024 Annual Action Plan

30-DAY PUBLIC REVIEW AND COMMENT PERIOD AND NOTICE OF PUBLIC HEARINGS

 

 

Notice is hereby given that the City of Brookhaven is seeking public input pursuant to the Community Development Block Grant (CDBG) program 2021-2025 Consolidated Plan – 2024 Annual Action Plan. The primary objective of the CDBG program is the development of viable urban communities by supporting decent housing, a suitable living environment, and expanding economic opportunities principally for persons of low- and moderate-income. This funding is provided by the U.S. Department of Housing and Urban Development (HUD).

 Public Hearing will be held at the regularly scheduled Brookhaven City Council Meeting.

2024 Annual Action Plan

The Consolidated Plan is a 5-year strategic plan that identifies priority community needs and projects/programs that may be implemented to meet these needs.
The Annual Action Plan outlines the City’s proposed use of CDBG funds for a twelve-month period.
Based on the 2023-24 CDBG allocation of $324,527 and the City’s adopted 2021-2025 Consolidated Plan, the following activities are proposed.

strongly encourages public participation in the development of Annual Plans.   
A copy of the draft 2024 Annual Action Plan will be available for review from Thursday May 09, 2024 through Saturday July 20, 2024
on the City-website https://www.brookhavenga.gov/commdev/page/community-development-block-grant-program.

The draft plan is also available for public review at the following location: City of Brookhaven City Hall, 4362 Peachtree Rd, Brookhaven, GA 30319.  Interested parties are invited to email comments on the above action to CDBG@BrookhavenGA.gov  or call 404-637-0500 and request transfer to CDBG administration.  All written comments are due by June 14, 2024 at 5 pm.

Public Review City of Brookhaven 2022 Consolidated Annual Performance and Evaluation Report

The City of Brookhaven has posted the  2022 Community Development Block Grant (CDBG)Consolidated Annual Performance & Evaluation Report (CAPER) at https://www.brookhavenga.gov/commdev/page/public-meetings in accordance with the City's Citizen Communication Plan.

The CAPER provides annual information on program accomplishments in meeting performance outcome measures for the CDBG Program. Copies of the 2022 CAPER will also be available for examination and comment at the City of Brookhaven City Hall. Interested parties are invited to email comments on the CAPER to CDBG@BrookhavenGA.gov or call 404-637-0500 and request transfer to CDBG Administration. In-person or by mail written comments will also be accepted at City Hall, 4362 Peachtree Road, Brookhaven, GA 30319.

The required 15-day comment period will run through September 26, 2023.  Submission to HUD is anticipated on or before September 30, 2023.

The Consolidated Plan is a 5-year strategic plan that identifies priority community needs and projects/programs that may be implemented to meet these needs. The Annual Action Plan outlines the City’s proposed use of CDBG funds for a twelve-month period anticipating an allocation of $336,993, and the City’s adopted 2021-2025 Consolidated Plan. The draft plan will be posted from June 17 through July 26, 2022, at https://www.brookhavenga.gov/commdev/page/community-development-block-grant-program

END 2022 Action Plan Public Notice

 

 

City of Brookhaven, Georgia Notice of Substantial Amendment to the 2021 Annual Action Plan Community Development Block Grant (CDBG) program.

 On or about June 29, 2022, the City of Brookhaven intends to submit the following substantial amendment to the U.S. Department of Housing and Urban Development (HUD) for its FY2021 Annual Action Plan.

Activity 6: Neighborhood Facilities Improvements budgeted $59,803 for reduction of environmental hazards including improvements to publicly accessible neighborhood facilities such as parks, recreation centers or non-profit facilities.  The initial targeted activity of funding, removal of asbestos in a publicly accessible community center, was achieved through other funding sources, requiring reallocation of these funds.  Activity 6 also considers support of lead-safe housing units. This category is removed from the FY2021 Action Plan however will remain in the 5-year consolidated plan.

Per this amendment $59,803 will be reallocated exclusively to Activity 5: ADA sidewalk improvements including sidewalk reconstruction and ADA compliant curb ramps.   Improvements will be concentrated in the Buford Highway corridor area however eligible activities may occur in areas immediately adjacent to the target area in order to support connectivity for target area residents. 

This amendment supports CDBG approved goals, addresses significant need identified in the Brookhaven Consolidated Plan and supports the United States Department of Housing and Urban Development’s timeliness rule in accordance with 24 CFR 570.902
