City Council wrap-up of the Oct. 27 virtual meeting

Brookhaven, GA, Oct. 28, 2020 – The Brookhaven City Council acted on several items in its Oct. 27 business meeting, held via video conference, with public input offered through email and by online comments on Zoom.  The action items are as follows:

  • The Mayor and Council conducted the first public hearing of the FY 2021 Budget.  No action was taken. The next public hearing will be Nov. 10 at 7 p.m.
  • The Mayor and Council held a public hearing and subsequently approved the annexation and rezoning of 27 acres near the intersection of North Druid Hills Road and Briarcliff Road.
  • The Mayor and Council held a public hearing and subsequently approved a Special Land Use Permit (SLUP) to allow a home occupation (hair salon) at 1297 Brook Forest Drive.
  • The Mayor and Council held a public hearing and subsequently approved amending Sections 27-389 and 27-407, regarding underground utilities.
  • The Mayor nominated and the Council approved more than 30 members to the newly created Social Justice, Race and Equity Commission.
  • The Council unanimously approved a consent agenda which included:
    • The minutes of the Oct. 13 virtual Work Session and Regular Meetings.
    • Authorization for City Manager to approve agreements for stage and production services not to exceed $80,000, and entertainment agreements not to exceed $100,000 for the 2021 Cherry Blossom Festival.
    • A contact with Summit Construction for Sylvan Circle at Star Drive Drainage Improvements in the amount of $85,029.
    • A contact with Summit Construction for Woodrow Way/Inman Drive Drainage Improvement in the amount of $99,018.67.
    • Approving and adopting the holiday schedule, normal business hours for City operations and City Council meetings for Calendar Year 2021.
    • Distribution and Use of CARES Act funds and update of the CARES Act Funding Plan to the Brookhaven Chamber of Commerce in the amount of $167,000.
    • Distribution of CARES Act funds and execute agreements for the drone project for the Brookhaven Police Department to provide critical information for response to calls for service. emergency situations and conduct criminal investigations.
  • The Council unanimously approved an amendment to the 2020 Capital Improvement Programs (CIP) Fund and the Homestead Option Sales Tax (HOST) Fund Budgets and approving the transfer of the Closed CIP Project Unused Appropriation to the newly created Langford Park Project in the amount of $141,000.
  • The Council unanimously approved the amendment to the 2020 Budget for the General, SPLOST and Debt Service Funds, adopting the item of anticipated funding, and allowing the Finance Department to make technical changes as necessary.
  • The Council unanimously approved the amendment of Article 2 of Chapter 11 of the Code of Ordinances (Regulation of Alarm Systems) to make text changes, for false alarms, provide an effective date and other purposes.
  • The Council unanimously approved changes to the civil penalties for false alarms.
